Thomas is an AICP Certified County Planner. He also serves as the Fair & Equitable Housing Officer with Wayne County Economic Development and Planning. He administers local, state, and federal planning grants, conducts site review and design, and offers guidance and assistance to the towns, villages, and communities in the County. Thomas has managed several local, state, and federal grant projects focusing on County-wide infrastructure, housing, brownfields, and downtown redevelopment.
Prior to this current position, Thomas worked for 15+ years with numerous educational, environmental, and community development nonprofits. Accomplishments include managing a proactive business retention program for his home community; working with local, state and federal agencies to develop plans for underused property redevelopment; coordinating a funding campaign presentation run concurrently in 4 locations internationally; developing curriculum for a civics program as a companion to existing ESL education; developing and coordinating a volunteer trail building crew in Van Cortlandt Park; and coordinating statewide and national conferences with 200+ and 2000+ attendees respectively.
Thomas earned a Bachelors in American Studies, and a Masters of Urban Planning at the University of Buffalo specializing in Community Development and City Management. He was also selected to take part in a Deutscher Akademischer Austausch Dienst (DAAD) scholar program, conducting a joint planning studio with students from Universität Stuttgart.
